Transition Meeting Held in Beijing
On August 24, 2025, the board transition
meeting and the first meeting of the third board of directors of Beijing
Changier Education Foundation were held in Beijing. Zhang Yinjun was re-elected
as the president of the new board of directors. Wang Zuoshu, former member of
the Standing Committee of the National People's Congress and former deputy
chairman of the Education, Science, Culture and Public Health Committee, and
former vice chairman of the Central Committee of the China Association for
Promoting Democracy, and Tang Xiaoming, director of the Foundation Division of
the Social Organization Management Center of the Beijing Municipal Civil Affairs
Bureau, attended the meeting and delivered speeches. President Zhang Yinjun
presided over the meeting.
Ms. Zhang Yinjun Elected as President of the New Board
President Zhang Yinjun delivered the "Work Report (Draft) of the Second Board of Directors of Beijing Changier Education Foundation", summarizing the various achievements the foundation has made over the past five years. Faced with a complex and volatile economic environment and the severe challenges of epidemic prevention and control, the Foundation remained undaunted by difficulties, pursued pragmatic progress, and achieved new developments and results in party building, project implementation, and organizational development. The foundation has successively received multiple major honors, including special consultative status with the United Nations Economic and Social Council, Beijing's 5A-level social organization rating, and the Twelfth China Charity Awards.
· Guided by the Party's political construction and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th National Congress of the Communist Party of China and the First, Second, and Third Plenary Sessions of the 20th Central Committee is studied and implemented. The integrated development of Party building and business operations is promoted, leading to the Foundation’s Party Branch being honored as an "Advanced Grassroots Party Organization".
· Social surveys and research are conducted on critical issues concerning the physical and mental well-being of adolescents. By submitting proposals and reflecting public opinions, references and a basis are provided for national policy-making. This work aims to promote the incorporation of policies into laws and regulations, such as strengthening AIDS prevention education in schools, establishing a robust epidemic notification system, and implementing sex education programs.
· Efforts are actively directed toward supporting the national strategies of poverty alleviation and rural revitalization. Targeted assistance is provided in collaboration with the United Front Work Department of the CPC Central Committee and the Central Committee of the China Association for Promoting Democracy in Anlong County, Guizhou Province, as well as in the counterpart support for the development of the Bijie Pilot Zone. Furthermore, contributions are made to Beijing’s counterpart aid programs in Inner Mongolia, Hebei, Xizang, and Qinghai. By using education as a key entry point, the scope and depth of assistance are broadened to advance the development of local educational initiatives.
· Adhering to the main position of "Education of Love," the Foundation continuously promotes the development of adolescent health education by establishing 313 Changier Huts in Beijing, Hebei, Inner Mongolia, Guizhou, Yunnan, Sichuan, Xizang and other regions; Maternal Love Academie has expanded to 219 locations and taken root in Indonesia; the Foundation conducted over 3,800 teacher training sessions, campus (community) presentations, expert lectures and themed activities, benefiting 1.5 million students, teachers and parents; it also provided assistance to 5,613 students in difficult circumstances, distributed 14.08 million RMB in scholarships, and continuously provided HIV innovative medications for teachers and students at Linfen Red Ribbon School, supporting their physical and mental health development.
· Under the guidance of the Department of Physical, Health and Arts Education of the Ministry of Education, the Foundation completed the nation's first systematic set of "School AIDS Prevention and Sexual Health Education Video Courses" consisting of 79 sessions, covering all educational stages from elementary school to university; collaborated with the School of Psychology at Capital Normal University to develop psychological health prevention and intervention training courses; partnered with the Beijing Fengtai District Physical Education and Health Center and Beijing Education Institute Fengtai Branch to record 35 sessions of integrated psychological education classes and psychological dramas for primary and secondary schools; worked with the Beijing Municipal and Haidian District Centers for Disease Control and Prevention to produce 10 episodes of "Comprehensive View of AIDS Prevention" and "Learning from AIDS Cases"; and published popular science book series on sex education including "My Body, My Choice" and "My Growth, My Responsibility".
· To support COVID-19 prevention and control, as well as flood control, earthquake relief, and post-disaster reconstruction efforts, anti-epidemic supplies valued at over RMB 22.8 million were donated to regions including Beijing, Heilongjiang, Inner Mongolia, Hubei, Yunnan, Guizhou, and Xizang during the pandemic. In collaboration with the Institute of Psychology of the Chinese Academy of Sciences, the "Peace of Mind Initiative" was launched, benefiting approximately 7.03 million person-times and providing a total of 105,000 hours of psychological counseling. Additionally, donations of funds and materials worth more than RMB 7.778 million were made to support flood and earthquake relief and post-disaster reconstruction in areas such as Beijing, Hebei, Shanxi, Gansu, and Qinghai.
· People-to-people diplomacy and international exchange activities have been actively conducted, with normalized communication mechanisms established alongside China-based institutions including UNAIDS, UN Women, UNESCO, UNICEF, and other organizations. International conferences have been participated in, such as the United Nations Human Rights Council meetings, Commission on the Status of Women meetings, United Nations Economic and Social Council Youth Forum, High-level Political Forum on Sustainable Development, Civil Society 20 Summit, Conference on Dialogue of Asian Civilizations, and South-South Cooperation and Women's Development Forum. Through keynote speeches and side events, China's and the foundation's achievements in HIV/AIDS prevention and control, as well as women's and children's development, have been promoted. Support has been provided for COVID-19 prevention and control efforts in Hungary and Bahrain, along with assistance for school education development in Cambodia. The China-Africa Roundtable Conference has been attended, with visits conducted to Zambia, Kenya, Madagascar and other nations to facilitate China-Africa people-to-people exchanges and cooperation. The "Memorandum of Understanding on Women's and Children's Development Cooperation" has been signed with the Embassy of the Republic of Armenia in China. Additionally, visits have been received from "Discovering China" international students from Beijing Foreign Studies University, representing 18 countries including the United States, Ireland, Japan, Australia, Egypt, and others.
· Charitable donations have doubled, fund usage
transparency remains at 100%, earning widespread trust from donors,
beneficiaries, and all sectors of society.
Vice Chairman Wang Zuoshu outlines work requirements for the new board of directors
Vice Chairman Wang Zuoshu congratulated the foundation on the formation of its new board of directors. He pointed out that the leadership transition represents the handover of responsibilities and missions. The previous board devoted five years of dedicated effort to earn the foundation's 5A-level social organization designation, which crystallizes the commitment and dedication of all members and serves as an important foundation for the new leadership team—maintaining the 5A rating and upholding the original charitable mission have become the current core priorities.
Vice Chairman Wang Zuoshu emphasized that the
value of Changier work lies in upholding the commitment to "benefit the people
and strengthen the nation, create lasting benefits for future generations, and
help people overcome difficulties," transforming "love" into concrete
actions—bringing health and hope to disadvantaged groups while reducing resource
consumption for the country; through sex education and AIDS prevention advocacy,
preventing the spread of AIDS to the general population and reducing the burden
on families and the nation. Currently, youth AIDS prevention work faces dual
challenges: on one hand, the AIDS prevention and control situation remains
severe; on the other hand, with limited resources and mounting responsibilities,
it is necessary to adopt a "long-term battle" mindset. The solution lies in
"upholding integrity while pursuing innovation": leveraging technology as a
guide, enhancing work efficiency, uniting beneficiary groups, mobilizing both
internal and external forces, and harnessing the collective power of "many hands
make light work" to overcome challenges.
Director Tang Xiaoming affirmed the work carried out by the Beijing Changier Education Foundation
Director Tang Xiaoming stated that since its
establishment, Beijing Changier Education Foundation has adhered to the mission
of "promoting education of love for the youth and making love and kindness
accessible to all", and has persisted in party building leadership, business
integration, standardized operations, and healthy development. The Foundation
has carried out extensive social welfare activities in supporting education in
areas such as AIDS prevention, sexual health, and mental health for young
people, forming branded public welfare projects such as "Education of Love", and
has created a favorable educational environment for safeguarding the physical
and mental health of young people. As a social organization in Beijing with
special consultative status with the United Nations Economic and Social Council,
it has showcased China's image and conveyed China's voice on the international
stage. We hope that the new board of directors, under the guidance of the
Beijing Municipal Education Commission and the Beijing Municipal Civil Affairs
Bureau, will play an even greater role in serving the country and supporting
Beijing's "Four Centers" development.

President Zhang Yinjun expressed his gratitude
to Vice Chairman Wang Zuoshu and Director Tang Xiaoming for their continuous
care and guidance of the Foundation's work, and thanked all board members and
supervisors for their support and dedication to the foundation's development
over the past five years. As a warm home for Changier, the Foundation hopes that
both new and veteran board members will follow the guidance and requirements of
Vice Chairman Wang Zuoshu and Director Tang Xiaoming, leverage their respective
professional expertise, contribute insights and strategies in project design,
resource coordination, supervision and management, and work together hand in
hand to write a new chapter for Changier philanthropy.

At the Beijing Changier Education Foundation board transition meeting, the following documents were reviewed and approved: the "Work Report of the Second Board of Directors of Beijing Changier Education Foundation (Draft)", the "Financial Work Report of the Second Board of Directors of Beijing Changier Education Foundation (Draft)", and the "Election Procedures for Board Transition of Beijing Changier Education Foundation (Draft)". Additionally, the "Supervisory Report of the Second Board of Directors of Beijing Changier Education Foundation" and the "Audit Report for Board Transition of Beijing Changier Education Foundation" were read aloud. The meeting elected Zhang Yinjun, Shan Yishan, Li Xianfeng, Zheng Yan, Yan Tingxia, Jin Xin, Jin Lingying, Wu Yunxiao, Huang Xiaohui, Zou Jun, Zheng Yingmin, and Guo Yang as directors of the third board of directors by anonymous ballot with equal voting rights. Shen Teng and Wang Yan are the newly appointed supervisors.
At the first meeting of the third board of
directors of Beijing Changier Education Foundation, Zhang Yinjun was elected as
President of the third board of directors, with Shan Yishan and Li Xianfeng
elected as Vice Presidents. The meeting reviewed and approved the "Beijing
Changier Education Foundation Business Scope and Articles of Association
Amendment (Draft)" and the "Beijing Changier Education Foundation Banking
Investment Plan".
Beijing Changier Education Foundation elects its third board of directors
New starting point, new journey. Beijing Changier Education Foundation will seize the leadership transition as an opportunity to uphold our principles while embracing innovation, unite in efforts, and comprehensively advance the professionalization of the talent development, project branding, and fundraising scale. The Foundation will continue to deepen our work in HIV/AIDS prevention among adolescents, sex education, mental health education, and family education, serving as guardians of young people's physical and mental well-being.
