The Central Committee of the CPC, the Standing Committee of the National People's Congress and the State Council of the People's Republic of China, the National Committee of the Chinese People's Political Consultative Conference, the CPC and the Central Military Commission of the People's Republic of China sadly informed that Mr. Jiang Zemin died in Shanghai at 12:13 on November 30th, 2022 from leukemia and multiple organ failure at the age of 96.
On the special day of 35th World AIDS Day, we deeply cherish the memory of the solicitude of Mr. Jiang Zemin for AIDS prevention and education.
Under the leadership of Mr. Jiang Zemin, China's AIDS prevention and control has made breakthrough progress.
- In 1986, the Ministry of Health established the AIDS Prevention Working Group.
- In 1988, Several Provisions on the Administration of AIDS Testing were promulgated.
- In 1990, the National Expert Committee on AIDS Prevention and Control was established.
- On April 9th, 1992, the China Institute of Health Education announced the opening of a AIDS hotline in Beijing. On July 24th, China sent its first delegation to the International Conference on AIDS, at which the country's medium-term AIDS prevention and control policy was announced.
- On November 16th, 1993, the Department of Epidemiological Prevention of the Ministry of Health announced that the Chinese government would invest 3.55 million yuan (equivalent to 60000 US dollars) in the monitoring of AIDS and other sexually transmitted diseases.
- On July 4th, 1994, the Ministry of Health issued a report that in order to control the spread of the virus at a relatively low level, China must quickly popularize knowledge about AIDS prevention and control.
- In 1995, the Ministry of Health issued the Opinions on Strengthening the Prevention and Control of AIDS. On August 11th, the State Education Commission announced that 2.4 million college students would be required to take courses on AIDS/AIDS prevention.
- On September 4th, 1996, the AIDS budget of the Chinese government has increased from 62000 dollars in 1995 to 1.8 million dollars.
- In 1997, the Ministry of Health, the National Planning Commission, the Ministry of Science and Technology and the Ministry of Finance jointly formulated the Medium and Long term Plan for AIDS Prevention and Control in China (1998-2010). In addition, a series of laws and regulations, such as the Opinions on HIV / AIDS Patients, the Law on the Prevention and Treatment of Infectious Diseases, the Blood Donation Law of the People's Republic of China, and the Principles of Education for the Prevention of AIDS STDs, were promulgated.
- On October 1st, 1998, China's first law on blood donation came into force. This law describes the rights and obligations of Chinese citizens regarding blood donation and use, as well as the standardization of blood collection and production of blood substitutes.
- On May 21st, 1999, the Ministry of Health announced new provisions on the rights of HIV / AIDS patients.
- On September 22nd, 2003, the Ministry of Health made the policy commitment to the world at the United Nations Special Conference on AIDS, which became the turning point of China's AIDS drug treatment work.
