The Central Committee of the Communist Party of China, the Standing Committee of the National People's Congress of the People's Republic of China, the State Council of the People's Republic of China, and the National Committee of the Chinese People's Political Consultative Conference solemnly announce that Comrade Li Keqiang, outstanding member of the Communist Party of China, tested and loyal communist warrior, outstanding proletarian revolutionary and politician, exceptional leader of the Party and the state, member of the Standing Committee of the Political Bureau of the 17th, 18th, and 19th CPC Central Committee, and former Premier of the State Council, died of a heart attack at the age of 68 in Shanghai at 00:10 on October 27, 2023, despite all rescue efforts. His death is a great loss for the Party and China. Premier Li Keqiang always placed the Party and the people at the highest position in his heart, making outstanding contributions to China's charitable and health education endeavors. Under the leadership and care of Premier Li Keqiang, the Central Committee of the Communist Party of China and the State Council made decisions and arrangements to promote the healthy and orderly development of social organizations. In 2012, the Ministry of Finance and the Ministry of Civil Affairs initiated and implemented the "Social Service Projects Participated by Social Organizations with Support from Central Finance", with a value of RMB 200 million, providing financial aid to eligible social organizations to implement social service projects. In April 2012, APEPCY applied to the Ministry of Civil Affairs to include its project in the "First Batch of Social Service Projects Participated by Social Organizations with Support from Central Finance" (Project Number: C013), and the application was approved and RMB 2 million was granted. APEPCY raised additional funds of over RMB 6 million, built 30 Changier Huts in places such as Chongqing, Liangshan Prefecture in Sichuan, and Yingjiang County in Yunnan, and funded 800 children and individuals (households) who were in poverty and affected by AIDS. Among them, six "Love Classes" were established in four central schools in Zhaojue County, Liangshan Prefecture, to help 300 children in poverty in a centralized manner, provide them with learning and living support, and help them complete basic school education and achieve comprehensive development. In April 2012, Premier Li Keqiang met with the representatives of winners of the Seventh China Charity Awards at the Zhongnanhai Ziguang Pavilion. Zhang Yinjun, Director of APEPCY Office, was invited to the meeting and received by the Premier. Zhang Yinjun felt the Premier's high regard and earnest concern for the development of charitable causes and social welfare organizations. Today, Zhang Yinjun vividly recalls the reception that year. She believes that without the Premier's earnest guidance and ardent hope, she couldn't have advanced in the challenging journey of charity and public welfare for 20 years. Premier Li highly valued AIDS prevention and control. As early as 2002, when he served as the Secretary of the CPC Henan Provincial Committee, he immediately prioritized the resolution of the AIDS issue as the most important task. He visited severely affected villages and patients' homes multiple times, proactively shook hands and engaged in deep conversations with them. He organized the first provincial-level AIDS survey in China and arranged provincial departments to provide targeted assistance to 38 key villages. He emphasized the need to both understand the actual situation and protect the patients' privacy, reflecting a sense of humanity. He established a mechanism of rights for patients, that is, ensuring that AIDS patients have a place to stay, clothes to wear and access to food and basic medical security and that not a single child from an AIDS family will be deprived of education. Such mechanism became the prelude to China's current "Four Frees and One Care" policy for AIDS patients. After assuming the role of Premier, he led relevant work and made direct deployments to advance AIDS prevention and treatment in China at national and legal levels, laying a solid foundation for China to be among the first to end AIDS by 2030. APEPCY has implemented the instructions of Premier Li, and actively explored and promoted the "education of love" for teenagers, coordinating and integrating the inherent logic of five areas of work: mental health, sexual health, AIDS prevention publicity, charitable aid, and traditional culture. This effectively resolved key issues such as long-term companionship, social consensus, funding sources, talent cultivation, and upgrading. It has become a mandatory lesson for teachers, students, and parents in many regions across China, and a Chinese solution for the global prevention and treatment of AIDS among teenagers. December 5, 2014 marked a significant moment in the history of APEPCY. Premier Li Keqiang made an important instruction in the letter submitted by APEPCY, which was titled "Ten Thousand of Love Cottages, Places of Blessings - Premier Li Keqiang Is Requested to Pay Attention to Adolescent Sexual Health Education and Support APEPCY": It is necessary to carry out targeted adolescent health education and reasonably combine it with AIDS prevention. The Premier's instruction greatly encouraged all colleagues of APEPCY and all sectors of society who are concerned and supportive of adolescent health education and AIDS prevention. Since February 2015, APEPCY, in collaboration with relevant ministries, has jointly held six sessions of the Symposium on China Youth AIDS Prevention Education. With the concerted efforts of all sectors of society, in July 2015, the General Office of the National Health and Family Planning Commission and the General Office of the Ministry of Education jointly issued the Notice on Establishing an Epidemic Reporting System to Further Strengthen AIDS Prevention and Control in Schools, requiring 6 class hours of AIDS prevention education in junior high schools, 4 class hours in senior high schools, and not less than 1 class hour of comprehensive AIDS prevention and control knowledge education in universities, colleges and secondary vocational schools...... during enrollment education, no less than 1 class hour of AIDS prevention lecture for each student in universities and colleges each academic year. In 2019, the Ministry of Education and the National Health Commission issued the Notice on Effectively Strengthening AIDS Prevention Education in Schools in the New Era. The notice requires the implementation of AIDS prevention education in schools, the establishment and improvement of the Epidemic reporting system, and the implementation of AIDS prevention and control in universities. Subsequently, ten departments under the National Health Commission jointly formulated the Implementation Plan for Controlling the Spread of AIDS (2019-2022). The plan emphasizes six major projects, including the Implementation of AIDS Prevention Education Project for Students. Under the encouragement of the Premier's instruction, enthusiasm for "Love Cottage" ran high in various cities. The "Adolescent Sex Education and AIDS Prevention Model" explored by APEPCY has been widely applied and practiced in schools and communities across China. To date, APEPCY has built 1,323 Changier Huts spanning 104 areas across 29 provinces in China, established 90 project bases and workstations, trained over 22,000 educators, supported more than 35,000 children and adolescents in need, and benefited over 30.3 million students, teachers, and parents.
