On December 21, the assistance fund for Yan was distributed by the Beijing Changier Education Foundation at the People's Procuratorate of Hanyin. Zhang Yinjun, chairwoman of the Beijing Changier Education Foundation, Wang Xiaodong, director of the Tenth Procuratorial Department of Shaanxi Provincial People's Procuratorate, Hu Haidong, deputy procurator-general of People's Procuratorate of Ankang, and Gan Xiaogang, chief prosecutor of People's Procuratorate of Hanyin were among the leaders who attended the event.
On August 6, 2018, Yan, then 6 years old, was playing in the production workshop of a food factory in Hanyin County when his right arm was caught in the machinery, resulting in a level-five disability. The Shaanxi Provincial People's Procuratorate identified that Yan may meet the criteria for judicial assistance during civil supervision, established a tri-level joint rescue team consisting of the provincial, municipal, and county levels, and guided the People's Procuratorate of Ankang and the People's Procuratorate of Hanyin to initiate the judicial assistance process. Upon investigation and verification, it has been confirmed that the primary source of income for Yan's family depends on his father's income from work. After Yan was injured and received treatment, he still needs to wear a prosthesis for the long term. The family is unable to afford the subsequent medical expenses, and they did not receive adequate compensation through litigation. Their living conditions were extremely difficult, meeting the criteria for judicial assistance. Moreover, Yan is a child experiencing difficulties due to involvement in a legal case and is considered a priority subject for judicial relief by prosecuting authorities. To fully exert the role of judicial relief in providing timely assistance and alleviating distress, the People's Procuratorate of Hanyin has requested that the People's Procuratorate of Ankang and the Shaanxi Provincial People's Procuratorate implement a collaborative rescue at three levels. Through repeated communications and coordination with social institutions such as the Disabled Persons' Federation of Hanyin, a diversified assistance plan has been established. This plan primarily comprises financial aid, supplemented by social support, child care, education assurance, and regular follow-up visits. The family's situation has been promptly reported to the rural revitalization departments, carrying out dynamic monitoring and routine visits to promote the formation of an effective mechanism for the entire society to participate in aiding minors in difficulty. This mechanism ensures the effective linkage of multiple comprehensive assistance measures, such as judicial aid, social relief, material assistance, and rehabilitative support, putting into practice the concept of "long-term care following a single act of assistance" and achieving commendable results in relief efforts.
The Shaanxi Provincial People's Procuratorate, the People's Procuratorate of Ankang, and the People's Procuratorate of Hanyin distributed RMB 68,000 in relief funds to the rescued minors. Zhang Yinjun, the chairwoman of the Beijing Changier Education Foundation, introduced the foundation's long-term aid follow-up plans.
