In July 2023, the Beijing Changier Education Foundation collaborated with the 12309 Procuratorial Service Center of the Supreme People's Procuratorate to launch a charitable activity to involve psychological counselors in the resolution and social assistance of disputes concerning lawsuit related written and visit petitions. Invited psychological counselors participated in the activities in the first ten provincial-level procuratorates. In 2024, a expert pool of psychological counselors will be introduced in 32 provinces and corps to carry out the "Light of Prosecution Care Plan," providing psychological counseling, emotional soothing, and Q&A to petitioners, as well as offering help to disadvantaged minors.

To ensure the sustainable implementation of the project, Changier plans to raise RMB50 million and focus on training and supervision of psychological counselors, providing psychological counseling to petitioners, and offering psychological counseling to victims of criminal cases. Changier will also carry out legal and social assistance to promote the integration of legal aid and charity.
